[noob question] Does MX-17 install the latest amd/ati drivers automatically?

I am struggling to understand the video card install process. Mainly my problem is just not understanding the install process. I do have some screen tearing and I followed one of the threads that told me to add this to my startup:

compton --backend glx --paint-on-overlay --vsync opengl-swc
I read that installing the driver requires to install it on the kernel and the X environment.

Also, there any packages that help with graphic cards performance that I could add to my system. Any help is appreciated.

My setup:

I found a command to look at my kernel and here's what's on it:

dpkg --list | grep linux-image
ii  linux-image-4.13.0-1-amd64            4.13.13-1mx17                     amd64        Linux 4.13 for 64-bit PCs
So it appears that I might have the latest drivers. From my previous reading it seems like I COULD add these: modesetting,fbdev,vesa,radeon, but that I am using amdgpu. Is that right?

Yes, you are running the AMDGPU driver, which is the correct one for your video hardware. The old fglrx proprietary drivers are not supported by current kernels & Xorg so they are no longer an option. Since AMD open sourced AMDGPU, MX can use it automatically.

Others here have eliminated screen tearing using the AMDGPU driver by creating a file "20-amdgpu.conf" in /etc/X11/xorg.conf.d with the following content:

A restart of the X server is required for this to take effect (easiest way is to reboot).

I've been doing some work to upgrade the open video driver stack for the test repo, but so far only the necessary compilers (llvm-5.0 toolchain) has made it into the test repo. I've gotten up to a Mesa backport from testing in an OBS repo, though.

I have one other question and don't want to start another thread. I am trying to map my mouse buttons. I installed xbindkeys and tried to configure the file but nothing seems to work. I know that xbindkeys daemon is running (I checked it), so I'm thinking I either have to include the file in my $PATH or put the configuration file in a config folder or something. Currently, it is located in user/home folder.

Can somebody help?
