If for any reason you do not have internet connection and there is a problem caused by the network-manager, and you do not have saved in an other place, the only option is to find another pc, laptop, to download this important application, and to transport and install on you pc, laptop.
What you should do, first go to /var/cache/apt/archives/ and find the network-manager, copy it and save it in an other place, partition, USB, etc. If it is not there, then you download it again to find it in this folder with the command:

sudo apt-get install --reinstall network-manager
https://packages.debian.org/jessie/network-manager
If for any reason you want to keep a version of network-manager not to be update and upgrade, then from Synaptic find and select network-manager > Package > Lock Version.
