MX18.3 won't be Buster. This is supposed to be an updated version of MX18 with bug fixes.

But please note your avatar - "No PPAs".

PPA repos are generally for Ubuntu-based systems, not Debian.

The packages are not always compatible.

It's not in Popular Apps, but you can find it in the normal Stable Repos.

manyroads, you are getting confused. antiX live system - needs sysV init to work properly. And antiX has been running on Debian repos all this while, and yet filtering out the systemd packages so they are systemd-free. There's no need to discuss turning to Devuan just to be systemd-free. Didn't mx17/18 also (that is, it wasn't just mx15/16 that had this issue) have a gpg key issue a few months' ago? That might be the problem since you hadn't used this installation for that same period of time. If so, use synaptic, reload, search for "keyring". There should be an updatable ...
