can veto future updates with 'apt-mark hold grub-pc" (run as root). But IIRC this works for apt but may not be honored by synaptic. Yes, synaptic recognizes and abides the holds. The apt-notifier gets a hash (md5sum) of the /var/lib/apt/lists/* files every couple minutes and compares them to a previous hash to see if it needs to do some further checking if updates are available. I could probably have it compare hashes of directory listings instead of hashing individual files...

MX Repo Manager doesn't have the new mirror entries yet. What MX version?

It looks like you might be running MX-15/16 instead of MX-17, 384.xx is the nvidia version in jessie-backports (~bpo8).

Are you sure the "scid_vs_pc-4.19.deb" file is in the same directory you're trying to install it from?
What's the output of

Also the apt command might be complaining because normally .deb packagenames should end with something like:
"_amd64.deb", "_i386.deb" or "_all.deb".
