Whenever I put an item on the panel I usually don't like it's location so simply right click and select move and drag it to the chosen spot. This on XFCE with horizontal panel orientation.

Indeed, that's how I read the OP's request. I too dual boot and can see that such an option from within the running MX would be quite useful on those occasions one wants to dip out of MX back into the other OS and quickly return to the preferred (MX) OS.
