The make-kpkg command is found in the kernel-package package. For some reason debian didn't include kernel-package for the stretch release so it wasn't included in MX-17 by default - but it has now been added to debian backports for stretch. You can install it using MX Tools -> Package Installer -> ...

Wicd works well on MX-17 - but install it first while you still have a connection! Install wicd-gtk for the "point & click" version since there's also a command line one (wicd-cli).
Then you can uncheck the Enable Networking box in Network Manager and set up your connection in wicd.

I just submitted a bug report on their GitHub. There's been little activity there in the last 2 years but they did change their internal copyright notices to 2018 so the developer will probably see it.

Hmm, cryptswap1 has a random key...
If a new random key is generated for the swap partition on each boot, how could it be resumed from? I have no experience dealing with encrypted swap but ISTM that you would have to clear the RESUME variable so it doesn't try to.

That happens if you delete the ~/.config/gis-weather folder while you still have gis-weather running and try to open another instance.
Gis-weather likes opening its weather display on another Desktop from the one the setup GUI is started on, so you probably had an instance still running but hidden.
