USB speeds are not all they are cracked up to be and file systems play a HUGE part in their performance, as does the quality of the hardware. You don't have to use the command line version, GSmartControl is a GUI version and it's installed by default. Some cheap Wifi routers can be troublesome with some network cards. My E330 Intel 2nd Gen based laptop sometimes chokes with older consumer grade TP-Link Access points.

Looks to me like it's the modesetting video driver in use. Your VGA chip is quite an old one and to get truly usable video, it needs all the help it can get, ergo the Intel driver.
