I wonder if there's a apt.conf.d setting or something that could be changed to raise the '/var/lib/dpkg/status' pinning level to maybe '101' to keep it above the backports '100' pin level for when the testrepo isn't enabled? You can also run the command below to see if Unattended Upgrades have been enabled (when disabled it should show "0").
