Are you sure the Debian Experimental repo is even in the list of sources (albeit disabled) by default ? As in, you shouldn't see it at all in sources.list nor in Synaptic under the "Repositories" setting. And I thought for more recent releases/snapshots of MX17, deb-multimedia repo (which is NOT an...

You could use USB with persistency on a computer that can run it, install 4.9 kernel update the kernel with live-kernel-updater and then install on the other system.
