There must be some kind of general failure. I tried all your suggestions, without success. Then I got angry, so I installed several other distros to see how they handle the cpu. So far I see Idon't have the intel_pstate. When I installed indicator-cpufreq there were by default options like powersave, balanced, performance and so, plus the three options of fixed freqs (1Hz, 1.33GHz, 1,66GHz). I simply changed Conky to show MHz instead of just percentages. Then I saw the cpu is running only 997MHz up to 100% sometimes for 5 minutes or more.
