I used catfish to search "drupal7*" for the date I tried to install that package and found a drupal7.conf file in /etc/dbconfig-common. Running from the terminal gave me an error message about the file in sudoers.d. I forgot to delete it before testing your code. After deleting it, reboot and shutdown work just fine.
