Solved.
Changing the location to Desktop in the file ~/.config/xfce4/panel/screenshooter-20.rc on the MX23 laptop solves the issue.

Interesting.. I have checked two mx21 machines and neither have that file? It's created when a screenshot launcher is added to the Panel, and a change is made to that launcher's default settings by right clicking the launcher > Properties. If I delete the file and remove the launcher from the panel...
