Yes, there is. Right click on the panel where nothing is or on the Whisker menu > select Panel Preferences > select Items tab > select the Whisker menu and move it by left clicking on the arrows on the right until you get it to where you want it.

I never heard of AVIF. I never liked gThumb and Nomacs. I use Mirage image viewer instead. Have you tried Mirage to see if it works for you?
